Electric moped doesn't charge

Hello
I am new in this forum, I only speak English so I hope somebody could help me. I have an electric moped, Erider B2000, it has been standing 24 hours without beeing charged, the battery being empty. And now when I plug it in, the charger stops after 15 minutes, so I can not make the battery full. Does anybody know if it is a battery or a charger problem ?

Try measuring the battery with a multimeter and se how much voltage it got.
